How do I start do I wait until I'm on a smackdown card

The Raw card is where you'll be booked every week and required to do your matches. Smackdown on the other hand you can come and go as you please, you are not required to do a Smackdown match. If you do wish to do a Smackdown match anyway then all you need to do is find an opponent who also wants to do a match and together you can choose to do any match on that card as long as you have enough people and it hasn't already been done.

What about a promo how should I start that with Rollins and where should I do the promo

If you want your promo to be based on Raw then there is a Raw promo section on the homepage of the site, just scroll down and you can't miss it. The same if you want the promo to be based on Smackdown there's a section for that. As for how you should promo with Rollins, that is completely your decision. You are free to do just about anything that you want to do with your character. Promos don't need to be huge, detailed essays so you shouldn't panic about writing one and any member would be glad to give you feedback if you want it. I recommend reading some other people's promos to get an idea of what to do.
